Its first construction dates from 1678 and corresponds to a military redoubt ordered by Governor Henríquez, made of adobes, and that according to what is warned "never fired a shot" Its settlement began in 1822 by the English citizens William Bateman and John Martin. From approximately 1840, English and later German and French merchants, warned of the insecurity that the city denounced in the two poles of massive concentration - the port, extended from the natural bay of Valparaíso to the Plaza del Orden, today Plaza Aníbal Pinto and El Almendral, which ended in the Alameda de las Delicias, now Avenida Argentina, opted for the tranquility of the uninhabited Cerro Concepción. There they began the construction that reminded that of their distant lands: two-story, spacious and beautiful houses, with colorful front gardens and with the indescribable view of the sea, from any point of their rooms. Their daily transit, on horseback, was through Tubildad Street (now up Almirante Montt) at the beginning of which they installed a stable in what is now La Pérgola de las Flores.
The English colony already installed promoted the construction of an Anglican church, for which, it is said, a commission of experts traveled from Great Britain in order to give it a suitable location, since it was known that Valparaíso suffered periodically from earthquakes. In 1856 the gas public lighting was inaugurated, corresponding to Cerro Concepción 15 lanterns. This replaces the tallow or paraffin lantern, an inheritance of the Colony and that each owner had to place on his door. The guardian or constable of the time announced the end of the day and the beginning of the shadows with his distant and distant proclamation: "eight have given and serene." On December 1, 1883, the Concepción elevator was inaugurated, "whose wooden cars were powered by counterweight, according to a hydraulic system that operated by means of water tanks, located on both sides of the route." It consigns the topographic map of 1884, edited by Recadero Tornero, a population of 4,971 inhabitants for the subdelegation No. 8 (Cerro Concepción), while the city of Valparaíso has a population of 100,515 inhabitants, according to the census carried out in 1880. In this Labyrinth of streets, passages, bends, natural and artificial squares, multiple ups and downs, hidden and oceanic viewpoints, unpublished and towering houses, lies and underlies the Cerro.

By bus
