The Clock Tower, which at the beginning of the 20th century, on the old José Custodio García Rovira street, was built this house for the Colmenares Jácome family.
In 1923, the building was acquired by the company Eléctricas del Norte S.A., the company in charge of public lighting in the city, to turn it into its headquarters. This company was responsible for building the tower that still conserves the building and that was originally illuminated with tricolor bulbs, alluding to the national flag. The design, the construction of the tower and the beautification of the façade were the work of the master Crisanto Ramírez. The bell clock that gave the tower its name was made in Torino, Italy by the Miroglio family. The bells are inscribed: “Premiata fonteria de Poli Victorio Veneto Italia. North Electric Company -Cúcuta. MCMXXX ”This piece was imported by Andrés Fernández, then manager of the Company. Between 1948 and 1960, the building housed the offices of the Municipal Companies of Cúcuta and the Centrales Eléctricas del Norte de Santander S.A. With the creation of the schools of dramatic art and painting, in 1960, the cultural use of the building began, which was officially inaugurated on February 24, 1962; by the then President of the Republic Alberto Lleras Camargo. On March 12, 1982, the Torre del Reloj house was declared a National Monument, and on August 25, 2003 it was designated as an Asset of Cultural Interest of National Character, for being an outstanding example of republican architecture in Colombia and one of the landmarks urban areas of greater beauty and significance for the city.
It is located on Calle 13 (previously Calle García Rovira), between 3rd and 4th avenues of San José de Cúcuta.
Restoration work on the building began in 1989, culminating in 2006. Currently this property is the headquarters of the Secretary of Culture of the Government of Norte de Santander and has spaces dedicated to promoting cultural events in the region.
