Inaugurada em 1868 após mais de trinta anos de construção. Sua arquitetura portuguesa é símbolo da autonomia municipal do Brasil antigo como antiga sede do Poder Judiciário e Legislativo local. Embora não se saiba exatamente a data de construção desta casa, presume-se, por suas características arquitetônicas luso-brasileiras, tratar-se de uma das mais antigas moradias da Lapa, provavelmente erguida na primeira metade do século XIX.
