É uma das maiores e mais novas praças de Valparaíso. Foi inaugurada em 12 de fevereiro de 1966 e remodelado em sua parte central. Aqui está um importante monumento memorial ao general Bernardo O'Higgins. Em direção ao setor de ruas do Uruguai, fica o Teatro Municipal de Valparaíso.
Desde a sua origem, esta praça se tornou uma das atrações da cidade, onde pode encontrar antiguidades, selos e numerosos itens colecionáveis.
