The colonization of the territory that today is called the municipality of Balboa, began in 1912 by Messrs. Sixto Girón, Rubén Sánchez and Manual Joaquín.



Initially, Balboa belonged to the Municipality of Patía: being a township of the District of Patía, Province of Patía. The lands that today belong to the Municipality of Balboa, were in part donated by means of Public Deed No. 24 of March 17, 1965 and were called "Luna" and "Las Palmas."



In 1967 it was recognized as a Municipality by Ordinance No. 001 of October 20 of that year issued by the Departmental Assembly of Cauca.





Geography

The Municipality of Balboa is one of the forty (41) Municipalities into which the Department of Cauca is divided. It is part of the South Sub - Region, made up of the Municipalities of Patía, Bolívar, Algeria, Almaguer, Mercaderes, San Sebastián and Balboa

Limits of the municipality:

The Municipality of Balboa was created by Ordinance No. 1 of October 20, 1967, in which Article One reads: “ENTITY AND TERRITORY: Create the Municipality of Balboa, whose territory, segregated from that belonging to the Municipality of Patía, will be comprised of These boundaries: Del Alto de California, a hill located in the vicinity of the Departments of Cauca and Nariño, looking for the source of the Río Claro that, later and following its downstream, takes the name of Río Mamaconde, continues down this channel , up to its mouth in the Patía River, the boundary that divides the Cauca and Nariño Departments in this part being identical up to this point. From the aforementioned confluence of the Mamaconde and the Patía, the latter continues upstream towards the North, until it reaches the mouth of the Quebrada de Las Tallas; it ascends upstream, until its source on the slopes of the Cerro de Pan de Azúcar, detaching from here to look for the top of the Cerro, to continue in a straight line towards the Northwest to find the Alto de Paramillo, which is located in the very Western Cordillera; From here, take the Serranía de Paramillo towards the South, then turn to the West, in search of Alto de Puentetierra; it continues along Cerro del Oro, following the Serranía de Paramillo towards the South, until it reaches Alto de California, where the Río Claro is born, starting point "

Economy

The analysis of the economic system of the municipality of Balboa is framed in the three sectors of the economy, fundamentally seeking through socioeconomic indicators to visualize the role that each one of them plays in municipal development, which will allow defining future actions to be developed. around the main economic activity of the municipality. Emphasis is made on the primary sector as it is directly related to the use, occupation and exploitation of the municipal territory.

In general terms, the gross domestic product-GDP, equivalent to the added value-VA, generated by the primary, secondary and tertiary sectors of the economy amounts to 11,572.3 million in the municipality of Balboa, of which 72.0% (8,332.3 million ) are generated by agriculture and livestock, 24.4 (2,828.1 million) by the tertiary sector represented in public services and commerce and the remaining 3.4% (411.9 million) corresponds to the secondary sector and includes the manufacturing, transportation, storage subsectors , electricity and water for the transformation of primary products.

The main agricultural lines that offer the highest production volumes are livestock, coffee, bananas and sugar cane, followed by products for self-consumption; Illicit crops have been incorporated as a significant economic activity, which has caused serious social problems that have been accentuated by other factors such as violence generated by different armed groups, all of which creates an environment not conducive to investment.

Four kilometers of urban roads, 19 kilometers of secondary roads of which 13.5 km are paved. and 172 kilometers of secondary roads make up the 195.3 km Municipal road network with an area of ​​influence of more than 1,177 square kilometers that allow 22,000 inhabitants access to the 82 sidewalks and nine district capitals.
