It was built in 1807. It is neoclassical in style and has five balconies on its façade and a viewpoint from where its first owner, Martín de Osambela, observed the entry and exit of ships in the neighboring port of Callao. In it, several artistic stages are merged into a single architecture.

Recently restored, it is the headquarters of the Inca Garcilaso de la Vega Cultural Center.
